Recently, in order to implement a series of policy measures issued by the Party and the State Council to promote stable growth of foreign trade, curb the downward trend of foreign trade as soon as possible, and lay a solid foundation for further improvement of the foreign trade situation this year, the General Administration of Customs sorted out and summarized the policy measures that have been issued to ensure that the various policy measures issued by the State Council are implemented.
Further improve customs clearance supervision services
1. Accelerate the construction of the single window for international trade. Timely summarize and improve the experience of the single window pilot, increase promotion efforts, expand corporate participation, promote the standardization and simplification of single window declaration data, and accelerate the transformation of business processes by port law enforcement departments under the single window environment. Together with relevant departments, take the lead in radiating Shanghai's experience to Guangdong, Tianjin and Fujian Free Trade Pilot Zones, and complete the goal of promoting the construction of a single window at ports in coastal areas by the end of the year.
2. Promote the establishment of a mechanism for information sharing and use at ports. The "Administrative Measures for Data Sharing and Use by Member Units of the State Council's Port Inter-ministerial Working Joint Conference" will be issued within the year. At the same time, communication with the taxation and quality inspection departments will be accelerated at the working level. On the basis of the original information sharing work, research will be conducted to expand the institutional arrangements for information sharing and use.
3. Optimize the inspection and supervision mechanism. Optimize the inspection method structure, make full use of scientific and technological means, and gradually increase the proportion of non-invasive inspections. Dynamically adjust the inspection rate based on risk analysis to further improve the pertinence and effectiveness of inspections. Vigorously promote the trend-based supervision model, simplify the supervision process, and embed customs supervision into logistics operations as much as possible.
4. Continue to promote the "double random" spot check mechanism. Deepen the practical application of "double random" in customs control and inspection, improve the system for publishing the list of spot check items, gradually increase the proportion of random control and inspection, and achieve a random control and inspection ratio of more than 70% by the end of the year.
5. Implement the reform of unified social credit code. Implement the requirements of streamlining administration and delegating power, simplify the registration of import and export enterprises, and promote the implementation of "one license and one code" and "three certificates in one" on schedule. On the basis of the current registration procedures for import and export enterprises using the unified social credit code, we will strive to enable enterprises to use the 18-digit unified social credit code to handle import and export declaration business as soon as possible.
6. Promote the establishment of more duty-free shops at ports. Actively support the development of duty-free shops at ports. On the basis of the approval of the establishment of duty-free shops at 5 ports, continue to speed up the approval of the establishment of duty-free shops at ports to facilitate domestic consumers to buy foreign products in China. Actively cooperate with relevant departments to study the policy issues of duty-free shops at ports and formulate specific plans for the establishment of more duty-free shops at ports.
Further promote the innovative development of processing trade
1. Actively innovate and replicate the customs supervision system in the free trade pilot zones. Actively promote the policy of selective tariff collection for domestic sales in the special customs supervision areas within the free trade pilot zones, replicate and promote system innovations such as the work order verification and cancellation for processing trade nationwide, and promote the concentration of processing trade in the special customs supervision areas.
2. Promote the integration and optimization of special customs supervision areas. Seriously implement the integration and optimization plan of special customs supervision areas, accelerate the integration from the four aspects of type, function, policy, and management, and strive to achieve optimization in the four aspects of industrial structure, business format, trade mode, and supervision services. Support the establishment of comprehensive bonded areas in large and medium-sized cities in the central, western and northeastern regions that meet the conditions, and accelerate the review and approval of five comprehensive bonded area projects, including Harbin, Changsha Huanghua, Zunyi, Wuhan Airport, and Kunming, Yunnan.
3. Improve the management model of processing trade. Improve the supervision model of new business formats such as bonded maintenance, service outsourcing, and cross-border e-commerce, support the development of high-end manufacturing and related productive services, and encourage the extension of the processing trade industry chain to upstream and downstream; implement "tailor-made" services based on the characteristics of industries such as large-scale equipment manufacturing and integrated circuits; simplify the operation processes such as account book establishment (change), domestic sales, deep processing carry-over, surplus material carry-over, write-off and case closure, and string material management.
